I can't seem to understand why people still insist on living in some kind of cardboard kiosks in tornado-ridden zone and won't even care to build rudimentary cellars (not to mention the fact that it isn't obligatory even for public buildings like schools or hospitals). It defies common sense -- people would be better off in movable booths.
